NILU has started two projects in cooperation with the Polish Chief Inspectorate of Environmental Protection. The projects give NILU the opportunity to disseminate experiences on air quality measurement and assessment to Poland to contribute to the improvement of air quality in Europe.
Project 1: “Strengthening the Air Quality Assessment System in Poland Based on Norwegian Experience”
The aim of the project is to further improve air quality measurement and assessment systems in Poland based on Norwegian experience and to provide the public and decision-makers with a wide access to air pollution information for the purpose of protection of human health, education as well as local, regional and national air quality management. The project activities to reach the objectives are:
- Optimisation/modernisation of measurement networks
- Improving the QA/QC procedures
- Adjusting air quality assessment to the requirements laid down in the proposal of a new EU reporting decision with special attention to spatial data and modelling
- Supporting air quality assessment with emission data from point and dispersed sources
- Providing visualisation of air quality monitoring data as one portal for the whole Inspectorate of Environmental Protection in Poland compliant with the INSPIRE requirements
- Promotion and dissemination of project activities
The kick-off meeting was arranged in Poland in June this year. Five different departments within NILU are involved in the work, demonstrating the interdisciplinary work of the institute. The project has a budget of 1,929,712 EUR for the period 2013 -2015.
Project 2: “Strengthening Technical Capacities of the Inspectorate of Environmental Protection through the Procurement of Measurement, Laboratory and IT Equipment”
This project aims at ensuring better quality and reliability of air pollution measurements carried out in air quality monitoring networks in Poland by strengthening measurement and laboratory infrastructure of the Polish Inspectorate of Environmental Protection. The project activities to reach the objectives are:
- Elaboration of final versions of technical specifications for measurement, laboratory and IT equipment as basis for the tendering process
- Procurement of measurement, laboratory and IT equipment
- Promotion and dissemination of project activities
- The work of this project will build upon the results of the first project. The project budget amounts 7,005,246 EUR covering mainly purchasing of equipment.
Both projects are carried out in the framework of the Operational Programme PL03 “Improving Environmental Monitoring and Inspection”, financed by the European Economic Area Financial Mechanism 2009-2014.
