Monitoring of long-range transported air pollutants in Norway. Annual report 2023.
This report presents results from the monitoring of atmospheric composition and deposition of air pollution in 2023, and focuses on main components in air and precipitation, particulate and gaseous phase of inorganic constituents, particulate carbonaceous matter, ground level ozone and particulate matter. The level of pollution in 2023 was generally low though a few episodes occurred. There was an increase in the PM levels in southern Norway during June, caused by a mixture of sources, including emissions from wildfires in Canada

Surface-Bioengineered Extracellular Vesicles Seeking Molecular Biotargets in Lung Cancer Cells
Personalized medicine is a new approach to modern oncology. Here, to facilitate the application of extracellular vesicles (EVs) derived from lung cancer cells as potent advanced therapy medicinal products in lung cancer, the EV membrane was functionalized with a specific ligand for targeting purposes. In this role, the most effective heptapeptide in binding to lung cancer cells (PTHTRWA) was used. The functionalization process of EV surface was performed through the C- or N-terminal end of the heptapeptide. To prove the activity of the EVs functionalized with PTHTRWA, both a model of lipid membrane mimicking normal and cancerous cell membranes as well as human adenocarcinomic alveolar basal epithelial cells (A549) and human normal bronchial epithelial cells (BEAS-2B) have been exposed to these bioconstructs. Magnetic resonance imaging (MRI) showed that the as-bioengineered PTHTRWA-EVs loaded with superparamagnetic iron oxide nanoparticle (SPIO) cargos reach the growing tumor when dosed intravenously in NUDE Balb/c mice bearing A549 cancer. Molecular dynamics (MD) in silico studies elucidated a high affinity of the synthesized peptide to the α5β1 integrin. Preclinical safety assays did not evidence any cytotoxic or genotoxic effects of the PTHTRWA-bioengineered EVs.

Drivers and sector disaggregation of projections and trajectories. ETC technical paper.
Member States are required to report on the country’s greenhouse gas emission projections and national integrated climate and energy policies and measures under the Governance Regulation of the Energy Union and Climate Action (EU) 2018/1999 every two years. This data is quality-checked by the ETC CM and subsequently used in several analysis and reports. GHG projections are an important information source to assess if countries are on track to achieve their mitigation targets. In this study, we delve deeper into the reporting to identify the primary drivers of GHG emissions at the most detailed disaggregation level possible. We aim to assess their impact on projections and evaluate the consistency between policies and projections, with the ultimate objective of improving the quality control activities of the ETC CM.

Zürich II Statement on Per- and Polyfluoroalkyl Substances (PFASs): Scientific and Regulatory Needs
Per- and polyfluoroalkyl substances (PFASs) are a class of synthetic organic chemicals of global concern. A group of 36 scientists and regulators from 18 countries held a hybrid workshop in 2022 in Zürich, Switzerland. The workshop, a sequel to a previous Zürich workshop held in 2017, deliberated on progress in the last five years and discussed further needs for cooperative scientific research and regulatory action on PFASs. This review reflects discussion and insights gained during and after this workshop and summarizes key signs of progress in science and policy, ongoing critical issues to be addressed, and possible ways forward. Some key take home messages include: 1) understanding of human health effects continues to develop dramatically, 2) regulatory guidelines continue to drop, 3) better understanding of emissions and contamination levels is needed in more parts of the world, 4) analytical methods, while improving, still only cover around 50 PFASs, and 5) discussions of how to group PFASs for regulation (including subgroupings) have gathered momentum with several jurisdictions proposing restricting a large proportion of PFAS uses. It was concluded that more multi-group exchanges are needed in the future and that there should be a greater diversity of participants at future workshops.

Background
Chlorinated paraffins (CPs) are industrial chemicals categorised as persistent organic pollutants because of their toxicity, persistency and tendency to long-range transport, bioaccumulation and biomagnification. Despite having been the subject of environmental attention for decades, analytical methods for CPs still struggle reaching a sufficient degree of accuracy. Among the issues negatively impacting the quantification of CPs, the unavailability of well-characterised standards, both as pure substances and as matrix (certified) reference materials (CRMs), has played a major role. The focus of this study was to provide a matrix CRM as quality control tool to improve the comparability of CPs measurement results.
Results
We present the process of certification of ERM®-CE100, the first fish reference material assigned with certified values for the mass fraction of short-chain and medium-chain chlorinated paraffins (SCCPs and MCCPs, respectively). The certification was performed in accordance with ISO 17034:2016 and ISO Guide 35:2017, with the value assignment step carried out via an intercomparison of laboratories of demonstrated competence in CPs analysis and applying procedures based on different analytical principles. After confirmation of the homogeneity and stability of the CRM, two certified values were assigned for SCCPs, depending on the calibrants used: 31 ± 9 μg kg−1 and 23 ± 7 μg kg−1. The MCCPs certified value was established as 44 ± 17 μg kg−1. All assigned values are relative to wet weight in the CRM that was produced as a fish paste to enhance similarity to routine biota samples.
Significance and novelty
The fish tissue ERM-CE100 is the first matrix CRM commercially available for the analysis of CPs, enabling analytical laboratories to improve the accuracy and the metrological traceability of their measurements. The certified CPs values are based on results obtained by both gas and liquid chromatography coupled with various mass spectrometric techniques, offering thus a broad validity to laboratories employing different analytical methods and equipment.

The extreme persistence and environmental mobility of per- and polyfluoroalkyl substances (PFAS) make their presence ubiquitous in the marine environment. Target analysis of 20 most common PFAS revealed the presence of nine perfluoroalkyl acids at low levels in surface sediments from five Norwegian marine areas covering the vast region from the eastern North Sea in the south to the Arctic Ocean north of Svalbard in the north. After correcting for sediment characteristics, no substantial difference in the sum of the nine PFAS (Σ9PFAS) between the five areas was found. Among separate compounds, PFOS, PFOA and PFNA dominate sample composition. Only two compounds, PFOS and PFUnDA, showed a statistically significant difference for one of the areas, the levels of these compounds being somewhat higher in the southernmost area than in the other areas. This may be due to local inputs in the fjords in this area. Open-sea and coastal sediments of the North-east Atlantic outside of locations with significant local sources seem to share a common, anthropogenic “PFAS background”, which may be part of a larger, global pattern.

Målinger av SO2 i omgivelsene til Elkem Carbon. Januar 2023 – desember 2023.
På oppdrag fra Elkem Carbon AS har NILU utført målinger av SO2 i omgivelsene til Elkem Carbon i Vågsbygd (Kristiansand kommune). Målingene ble utført med SO2-monitor i boligområdet på Fiskåtangen (Konsul Wilds vei). I tillegg har Elkem Carbon AS valgt å måle med passive SO2-prøvetakere ved 3 steder rundt bedriften. Rapporten dekker målinger i perioden 1. januar – 31. desember 2023. Norske grenseverdier for luftkvalitet (SO2) ble overholdt ved Konsul Wilds vei for alle midlingsperioder (årsmiddel, vintermiddel, døgnmiddel og timemiddel). En døgnmiddelverdi var over nedre vurderingsterskel (50 µg/m3). Passive luftprøver viste at de mest belastede stedene i måleperioden var Konsul Wilds vei nordøst og Fiskåveien rett sør for bedriften.

Reviderte beregninger av luftkvalitet ved Bjørnheimveien 26
NILU har blitt engasjert av Prem Partners II A/S for å vurdere utbredelse av luftsoner for dagens situasjon og en framtidig situasjon med foreslått boligblokk i Bjørnheimveien 26. Det er anvendt en Gaussisk spredningsmodell for linjekilder (Hiway-2). Når det tas hensyn til lokal topografi ved det aktuelle området, viser beregningene at den nye bygningen i hovedsak faller utenfor rød luftsone på bakkenivå, med unntak av det sørøstre hjørnet av bygningen som beregningene indikerer at ligger innenfor. Videre viser beregningene at skjermingseffekten for eksisterende bebyggelse av en ny bygning er marginal. Rapporten er en revisjon av NILU-rapport 15/2021.

Extracellular Vesicles as Next-Generation Diagnostics and Advanced Therapy Medicinal Products
Extracellular vesicles (EVs) hold great promise for clinical application as new diagnostic and therapeutic modalities. This paper describes major GMP-based upstream and downstream manufacturing processes for EV large-scale production, also focusing on post-processing technologies such as surface bioengineering and uploading studies to yield novel EV-based diagnostics and advanced therapy medicinal products. This paper also focuses on the quality, safety, and efficacy issues of the bioengineered EV drug candidates before first-in-human studies. Because clinical trials involving extracellular vesicles are on the global rise, this paper encompasses different clinical studies registered on clinical-trial register platforms, with varying levels of advancement, highlighting the growing interest in EV-related clinical programs. Navigating the regulatory affairs of EVs poses real challenges, and obtaining marketing authorization for EV-based medicines remains complex due to the lack of specific regulatory guidelines for such novel products. This paper discusses the state-of-the-art regulatory knowledge to date on EV-based diagnostics and medicinal products, highlighting further research and global regulatory needs for the safe and reliable implementation of bioengineered EVs as diagnostic and therapeutic tools in clinical settings. Post-marketing pharmacovigilance for EV-based medicinal products is also presented, mainly addressing such topics as risk assessment and risk management.

Vitenskapskomiteen for mat og miljø (VKM) har oppdatert et metodedokument for helse og miljørisikovurderinger av plantevernmidler.
Målet med oppdateringen er å gjenspeile gjeldende regelverk og praksis, og sikre kvaliteten på fremtidige risikovurderinger utført av faggruppen for plantevernmidler i VKM. Det forrige metodedokumentet er fra 2012, og oppdateringen var nødvendig for å tilpasse metodene til nytt EU-regelverk for plantevernmidler, og for å innarbeide nye datakrav og retningslinjer for plantevernmidler og biocider. Ved å oppdatere metodedokumentet, ønsket faggruppen å sikre at risikovurderingene de leverer er i tråd med gjeldende regelverket og vitenskapelig kunnskap.
Viktige endringer
Dokumentet er oppdatert med henvisninger til nye forskrifter og veiledninger, om for eksempel biocider, nye typer plantevernmidler, og forenklet godkjenning/risikovurdering for mikrobielle stoffer. Det nye dokumentet inneholder også veiledning om fareidentifikasjon av stoffer med hormonforstyrrende egenskaper, alternative metoder for å redusere toksikologisk testing hos dyr, og vurdering av ikke-kostholdeksponering av plantevernmidler.
Dokumentet inneholder oppdatert informasjon om metodikk knyttet til vurdering av plantevernmidlers egenskaper og skjebne i miljøet, inkludert norske jord- og klimaforhold, renseanlegg og drikkevannsrenseprosesser. Veiledning om risikovurdering for bier og andre insekter, akvatiske organismer, fugler, pattedyr og andre vertebrater, samt meitemark og andre jordlevende organismer, er også oppdatert. Innen flere av feltene er eller vil det bli etablert spesifikke beskyttelsesmål og trinnvise risikovurderinger.
Samlet sett fungerer det oppdaterte metodedokumentet som en referanse for VKMs risikovurderingsarbeid for plantevernmidler, og sikrer at fremtidige vurderinger gjennomføres i samsvar med gjeldende regelverk og vitenskapelig kunnskap.
Metode
VKM har benyttet en semi-systematisk tilnærming, ved å utarbeide et arbeidsdokument for innhenting og sammenstilling av nødvendig informasjon om nye datakrav fra gjeldende regelverk for plantevernmidler og biocider i EU.
Dokumentet er godkjent av VKMs faggruppe for plantevernmidler.
