Statoil refinery Mongstad. Monitoring program air and precipitation 2011 - 2013. NILU OR
NILU has conducted a monitoring for Statoil in the vicinity of Mongstad refinery. There were two stations, Sande and Sundsbø. Mean concentrations of NOx at Sande and Sundsbø were 3,43 og 1,42 µg/m3 respectively, i.e. low values. Maximum hourly mean concentrations of NO2 were 49,9 µg/m3 and 36,4 µg/m3 (Sande and Sundsbø). Concerning O3 annual mean concentration in 2012 at Sande was 64,6 µg/m3, maximum hourly mean was 145,4 µg/m3. SO2 showed very low values (maximum hourly mean 7,24 µg/m3). For PM10 annual mean values were 16,8 µg/m3 and 7,4 µg/m3 respectively (Sande and Sundsbø), maximum daily mean values in 2012 were 60,9 µg/m3 and 29,1 µg/m3. BTEX (benzene, toluene, etylbenzene and xylene) showed low values. Sampling of PAH in air was performed every 6. day. Maximum concentration of 16 EPA PAH was 6,96 ng/m3, maximum benzo(a)pyren (BaP) was 0,050 ng/m3. PAH in precipitation showed maximum value of 42,7 ng/L, maksimum BaP in prcipitation was 0,679 ng/L.

TK-4103C/D Mongstad. Dispersion calculations. NILU OR
NILU - Norwegian Institute for Air Research has performed dispersion calculations of emissions to air from stack TK-4103C/D at Mongstad refinery. Dispersion of SO2 is calculated and analyzed.

Towards operational satellite based atmospheric monitoring in Norway SatMoNAir. NILU OR
The SatMoNAir project [NSC contract nr. JOP.12.12.2] builds on a previous NRS 'følgemiddel'-project, called `Roadmap towards EarthCARE and Sentinel 5 precursor', within which NILU and met.no developed a strategy for how best to prepare themselves for future European satellite missions for measuring atmospheric composition, with respect to their national monitoring, weather predictions and research tasks. Three specific topics were considered particularly relevant: a. Aerosols ¿Climate effects in Scandinavia and polar regions: analysis of episodes with high aerosol loads for Klif reporting, b. the Use of satellite based ozone measurements in national reporting, and c. Satellite based Air Quality monitoring of remote areas for EMEP reporting. Results from the work performed are described in this report. The outcomes of the project have been utilized in support of the National monitoring of greenhouse gases and aerosols (see Myhre et al., 2012), the atmospheric ozone layer (see Svendby et al., 2012), and have been reported to EMEP.

The present study aimed at the identification and quantification of toxic compounds (nitrosamines and nitramines) resulting from the photochemical oxidation of the two amines (Amine-1 and Amine-2) for use in CO2 capture and the determination of their chemical production yields under various NOx mixing ratios in sunlit chamber experiments at the photo reactor facility EUPHORE in Valencia, Spain. Considering the uncertainties of the two applied nitramine measurement methods, the conversion yield of Amine-1-nitramine for low NOx conditions typical for Mongstad is estimated to range from 1.4% to 4.1%. The candidate for the first generation nitrosamine forming the photo-oxidation of Amine-1 (Amine-1-nitrosamine candidate) was identified by analysis of Thermosorb/N samples in the Amine-1 product yield experiments.

The contaminant situation in the Norwegian-Russian border has caused concern for several decades and considerable amount of data has been gathered during the Pasvik programme (Stebel et al., 2007; Pasvik programme, 2008) for the environmental pollution, but not in this extent for food safety and potential human health risks in this region. Through the compiling of the available literature the authors of this report have identified a number of issues that need further attention.

Review of assessment of existing CAS/DAS, review of technical specification for CAS/DAS. NILU OR
NILU and GIOS, Poland, are implementing the project "Strengthening the air quality assessment system in Poland, based on Norwegian experience" as part of the programme "Improving Environmental Monitoring and Inspection" within the framework of the European Economic Area 2009-2014.
This report is a NILU review of two assessment reports covering Iséo and CSMS data management systems in use in Poland and the draft technical tender for purchasing a new data management system to replace the Iséo systems.
GIOS has, as part of the preparation for tendering, assessed the existing systems in the 16 VIEPs and compiled their findings in two reports. The VIEPs currently have 3 different systems. In the draft tender GIOS asks for a replacement of the existing XR systems from Iséo used in 8 VIEPs.
NILU has reviewed the documents provided by GIOS. However, due to the limited time available for this review, NILU has not carried out any technical testing of the current operational acquisition system, for verification of the documents claim's.
The assessment reports give a good overview of the DAS and CAS systems used in the VIEPs regarding both technical issues and user experiences. The information in the reports feeds into report no. 3 on tender specifications.

The 5-years assessment of air quality, the Norwegian experience. NILU OR
This report describes the Norwegian experience and "best practices" regarding the approach to classify zones and agglomerations in relation to the upper and lower assessment thresholds, as required in Article 5 of Directive 2008/50/ EC and Article 4 of Directive 2004/107/ EC. It is based on the recent air quality assessments done in Norway and gives a brief overview over the available relevant information and methods NILU would consider in such an assessment. A short description of Norway's assessment zones and agglomerations and monitoring networks is also provided.
