Status report of air quality in Europe for year 2021, using validated and up-to-date data

This report presents summarised information on the status of air quality in Europe in 2021, based on Up-To-Date (i.e. prior to final quality control) and validated air quality monitoring data reported by the member and cooperating countries of the EEA. It aims at giving more timely and preliminary information on the status of ambient air quality in Europe in 2021 for five key air pollutants (PM10, PM2.5, O3, NO2 and SO2). The report also gives a preliminary assessment of the progress towards meeting the European air quality standards for the protection of health and the new World Health Organization air quality guidelines, and compares the air quality status in 2021 with the previous three years. The preliminary data reported for 2021 shows that more than 11% and 9% of the monitoring stations exceeded the EU standards for PM10 and O3, respectively. The WHO AQG for PM2.5, PM10, O3 and SO2 were exceeded by 94%, 66%, 92% and 4%, respectively. Exceedances of the NO2 limit value still occur in 8 reporting countries and WHO AQG still occur in 35 reporting countries.

Synergistic exploitation of the methane product from Sentinel-SP for applications in the Arctic (STEPS)

The main goal of this feasibility study was to evaluate the potential of adding value to the Sentinel 5P TROPOMI methane product over Norway and the Arctic through the synergistic use of relevant observations from other Sentinel satellites and machine learning. We assessed the data availability of ESA operational and research-based WFMD XCH4 products over the Northern hemisphere, the Nordic countries and the Arctic/Northern latitudes. ESA’s XCH4 data have poor coverage over Norway. Seeing the two datasets as complementary, seems to be the most reasonable approach for utilization them. Furthermore, we investigated potential synergies between satellite products from different platforms. A random forest (RF) machine learning algorithm was implemented. It shows the importance of daytime land surface temperature (LST) as predictor variable for CH4. Our results indicate that the RF-model has a very good capability of filling small gaps in the data.

The Covid-19 pandemic and environmental stressors in Europe: synergies and interplays

This report provides an overview of the potential impacts of Covid-19 restrictions, in particular, focusing on review and assessment of Covid-19 impacts on air quality, for the year 2020. Complementary analyses address compliance with the National Emission reductions Commitments (NEC) Directive and noise. This expands the initial analysis of impacts of the pandemic-related restrictions on air quality based on data for the first months of 2020, presented in the EEA Air quality report for 2020. The results show a clear decline in NO2 short-term levels and annual average throughout Europe. Results for other pollutants are less uniform, and mostly do not show significant changes in annual average or other relevant metrics . The results regarding air quality are robust, obtained by a wealth of methods and consistent also with literature findings. The noise analysis shows a general decline in noise levels related to road traffic, though some areas show an increase. An analysis of policies and measures reported by Member States in 2021 for base year 2019 shows that additional measures related to emissions of NH3 are expected to be negatively impacted to the greatest extent by the Covid-19 related restrictions.

Content and migration of chemical additives from plastic products

NILU has, on behalf of the Norwegian Environment Agency, performed chemical analyses of a selection of additives in plastic products. The goal was to identify content and migration of the chemical additives in and from the products to air and surfaces of the products at room temperature. The plastic products covered extension cord, sockets, flooring, wall papers, upholstery, PC-mouse and PCs. Targeted chemicals were organophosphorous flame retardants (OPFRs), brominated flame retardants (BFRs) including TBBPA, and chlorinated substances. TPHP (triphenyl phosphate) was detected in most sample types, but the highest concentrations were found for TBEP (tris(2-butoxyethyl)phosphate. The highest number of compounds were detected in the PC-mouses and high levels were also found in the surface wipes on PC-mouses. None of the targeted compounds were detected in the air samples.

Screening Programme 2020, Part 1 and 2: Plastic Additives and REACH Compounds

Screening of Chlorinated Paraffins, Dechloranes and UV-filters in Nordic Countries

In 2019, the Nordic screening group decided to perform a Nordic screening on chlorinated paraffins, dechloranes and UV-filters. These compounds are used in a wide range of applications. They all have long range transport characteristics and can potentially be regulated under the Stockholm POP convention. However, there are still huge data gaps, which need to be addressed in order to fulfill regulation requests. Several topics and questions were in focus for more measurements and a deeper understanding: (1) importance of long-range atmospheric transport and deposition, (2) differences/similarities in terrestrial versus marine food chains, and (3) variations between the Nordic countries and between urban and remote areas. Based on these priorities, availability of samples, and other practical reasons, samples from different Nordic countries, different environments, and both urban and remote places were selected. This study includes analysis of the compounds in air, marine and freshwater fish and marine mammals and bird eggs, but as the chlorinated paraffins also have been found to accumulate in the terrestrial food web, terrestrial mammals and bird eggs were included as well. Additionally, samples of pine needles were analysed both to look at the possibility for long range transport and to investigate it as a possible source of chlorinated paraffins for the terrestrial mammals.

Utslipp og spredning av Radon-220 fra Oncoinvent, Nydalen. Underlag for utslippssøknad.

NILU har studert og vurdert utslipp til luft av radon-220 fra Oncoinvent AS i Nydalen i Oslo. Studien danner underlag for utslippssøknad. Årlig omsøkt utslipp er 70 GBq. Det største bidraget til dose/eksponering kommer fra thorondøtrene, ikke fra thoron selv. Lokale spredningsberegninger med CONCX viser at ved sterk østlig vind kan røykfanen slå ned på takterrassen på bygget hvor Oncoinvent AS har sine produksjonslokaler. Beregnet årlig dose/eksponering fra utslipp fra Oncoinvent for en person som oppholder seg 520 timer årlig på terrassen er 0,7 µSv. Beregninger med FLEXPART-wrf for et 38×20 km2 modellområde viser størst aktivitetskonsentrasjon mot nordøst og mot sørvest, det vil si nedstrøms i fremherskende vindretning. Største dose beregnes ved utslippspunktet (1 nSv time-1) og ved takterrassen.

Monitoring atmospheric composition and deposition in Norway

The Norwegian monitoring programme is set up to meet national and international obligations and needs for measurement data with a long-term commitment. The data are important for compliance monitoring as well as input for effect studies. The monitoring of atmospheric composition and deposition are organised under national programmes mainly funded by the Norwegian Environment Agency in addition to some direct support from the Ministry of Climate and Environment. NILU – Norwegian Institute for Air Research is responsible for the daily operation and reporting of the results from this monitoring. The monitoring aim to fulfil several inter-connected purposes and is divided in four main programmes: transboundary fluxes, contaminants, climate change and the ozone layer. In addition, regularly moss surveys are conducted to assess atmospheric deposition of pollutants such as heavy metals.

Hydro Aluminium AS. Measurements of CF4 and C2F6 emissions from Norsk Hydro's aluminium smelter at Husnes, Norway.

NILU and Hydro Aluminium performed a test campaign for measurements of CF4 and C2F6 for stack emissions at Husnes Aluminium Smelter. Time-integrated samples were taken with evacuated canisters combined with low-flow restrictors for continuous sampling periods as long as 6 weeks. The samples were analyzed at NILU with a Medusa preconcentration method combined with GC-MS SIM. As a main conclusion, time integrated sampling together with Medusa GC-MS methodology is a very precise alternative to the traditional attempts to quantify PFC-emission.

The EmSite model for high resolution emissions from machinery in construction sites

The report describes the EmSite model developed to estimate exhaust and non-exhaust emissions from non-road mobile machinery (NRMM) used in building and construction. The model is based on a complete national database of the exact location of construction and building activity, machine registries and variables that affect emissions (ground conditions, meteorology, type of ground material). EmSite model allows us to determine, i) the location, area and time of construction projects at fine resolution; ii) energy demand for NRMM; and iii) fuel consumption, air pollutants and GHGs emissions. For exhaust emissions, specific dynamic emission factors for NRMMs were developed. For non-exhaust emissions, an approach based on the Tier 1 (EMEP/EEA Guidebook, 2019) was chosen. EmSite allows for bottom-up estimates for NRMM employed in construction, and the results are comparable with official air pollutant and GHGs emissions.

Prøvetaking av PM10 i omgivelsene til Brevik bru. 22. sept – 5. okt 2021.

NILU – Norsk institutt for luftforskning har, på oppdrag fra Statens vegvesen – Drift og vedlikehold sør, utført prøvetaking av PM10 i luft i omgivelsene til Brevik bru mellom Brevik og Stathelle. Målingene ble utført med filterprøvetakere ved 2 steder nedvinds for brua i forhold til lokale hovedvindretninger. Prøvene ble tatt hver dag i perioden 22. september – 5. oktober 2021 for å utrede i hvilken grad prosjekt Brevik bru påfører lokalt miljø støvforurensning som kan medføre helseplager. 18 av de 28 prøvene tatt ble analysert med hensyn på metaller. Det ble ikke funnet sammenheng mellom konsentrasjonsforskjell mellom de to målestedene og vindretning mot et av stedene for de målte komponent

Health risk assessments of air pollution. Estimations of the 2019 HRA, benefit analysis of reaching specific air quality standards and more.

The health risk related to exposure to air pollution (fine particulate matter - PM2.5, ozone - O3, and nitrogen dioxide - NO2) in 2019 was estimated in terms of number of premature deaths and years of life lost related to exposure to for 41 European countries, including the 27 EU Member States. In 2019, air pollution continued to drive a significant burden of premature death and disease in the 41 countries reporting to EEA: 373,000 premature deaths were attributed to chronic exposure to PM2.5; 47,700 premature deaths were attributed to chronic NO2 exposure; 19,070 premature deaths were attributed to acute O3 exposure. The analysis on the EU’s progress to reach the 2030 target established in the Zero Pollution Action Plan shows a steady decrease in the number of premature deaths along the years, and if it continues to fall at a comparable rate in the future, then the target would be achieved by 2032. Had the new WHO air quality guideline level for PM2.5 of 5 µg/m3 been attained already in 2019 everywhere in Europe, the number of estimated premature deaths would have been at least 58 % lower. On the other hand, the attainment of the EU limit value for PM2.5 of 25 µg/m3 would have left the estimated number of premature deaths unchanged in EU-27.

Utslipp til luft fra Boliden Odda AS. Reviderte spredningsberegninger og konsekvensvurderinger av økte utslipp.

NILU - Norsk Institutt for luftforskning har på oppdrag for Boliden Odda AS, utført sprednings- og avsetningsberegninger i forbindelse med utslipp fra sinkproduksjonsanlegget. Studien beregner luftkonsentrasjon og avsetning av svovel (forsuring) og konsentrasjon av metaller/svevestøv ved dagens sinkproduksjon og ved en planlagt utvidelse. Timesmiddel-, døgnmiddel- og årsmiddel-konsentrasjon av SO2 og PM10 er beregnet til å være innenfor grenseverdier og luftkvalitetskriterier ved dagens og utvidet produksjon. Beregningene viser mulig overskridelse av målsetningsverdien for kadmium ved en utvidelse av produksjonen. Utvidelse i produksjon gir et ytterligere bidrag til overskridelsen av tålegrensen (forsuring) i området rundt Odda. Økningen i avsetning forøvrig er beregnet å være i områder hvor tålegrensen er mer robust. Rapporten er en revisjon av NILU-rapport 3/2019.

Environmental Contaminants in an Urban Fjord, 2020

This programme, “Environmental Contaminants in an Urban Fjord” has covered sampling and analyses of sediment and organisms in a marine food web of the Inner Oslofjord, in addition to samples of blood and eggs from herring gull. The programme also included inputs of pollutants via surface water (stormwater), and effluent water and sludge from a wastewater treatment plant. The bioaccumulation potential of the contaminants in the Oslo fjord food web was evaluated. The exposure to/accumulation of the contaminants was also assessed in birds. A vast number of chemical parameters have been quantified, in addition to some biological effect parameters in cod, and the report serves as a status description of the concentrations of these chemicals in different compartments of the Inner Oslofjord marine ecosystem.

This report provides a summary of the quality analysis of the EU Member States’ submission under 18 (1) (b) of the Regulation on the Governance of the Energy Union and Climate Action (EU) 2018/1999 conducted in 2021. Under this obligation EU Member States have to submit updated GHG projections and related information biennially. The reported information undergoes several phases of QA/QC checks consisting of checks on timeliness, accuracy, completeness, consistency and comparability. Details on the underlying QA/QC procedure are described in ETC/CME Eionet Report 7/2021.

Quality assurance and quality control procedure for national and Union GHG projections 2021

The quality assurance and quality control (QA/QC) procedure is an element of the QA/QC programme of the Union system for policies and measures and projections to be established in 2021 according to Article 39 of the Regulation on the Governance of the Energy Union and Climate Action (EU) 2018/1999. The European Environment Agency (EEA) is responsible for the annual implementation of the QA/QC procedures and is assisted by the European Topic Centre on Climate Change Mitigation and Energy (ETC/CME). The QA/QC procedure document describes QA/QC checks carried out at EU level on the national reported projections from Member States and on the compiled Union GHG projections. QA/QC procedures are performed at several different stages during the preparation of the national and Union GHG projections in order to aim to ensure the timeliness, transparency, accuracy, consistency, comparability and completeness of the reported information. The results of the 2021 QA/QC procedure are presented in the related paper ETC/CME Eionet Report 8/2021.

Fluorinated polymers in a low carbon, circular and toxic-free economy. Technical report.

Fluorinated polymers are used in a variety of applications providing benefits to the society, but at the same time also causing risks of irreversible pollution and impacts on the environment and human health in different stages of the lifecycle. The main aim of the study was to provide information on impacts of fluorinated polymers along their lifecycles in a low carbon, circular and toxic-free economy, which could be relevant to consider in future assessments. An important part of the work was also to discuss options for risk governance and to identify knowledge gaps. The work was based on a literature survey of recently published reports and selected peer-reviewed articles on the topic.

The report presents the results of the work carried out by the ETC/WMGE and ETC/CME.

Air Quality Plans and Measures. Analysis of data submitted from 2014 to 2020.

The submitted data were analysed with the aim to provide information to the EEA Member countries that can be used to improve their air quality management practices, and to give feedback on data quality and possible use. Previous studies in the framework of the Air Implementation Pilot (published in 2012 and 2013) made assessments of the measures and management practices but were not successful in defining the measures’ effectiveness, so the present report also looks into what kind of information can be obtained from the data.

In the period 2014 – 2020, 23 EEA member countries submitted at least one air quality plan. Most countries focus their plans on pollutants related to traffic: NO2 and/or PM10. Most measures target exceedances of NO2 (62 %), PM10 (26 %) and PM2.5 (10 %), and measures are reported that target exceedances of standards of benzo(a)pyrene, nickel and lead (all in PM10) as well as SO2. In one case, the measure is related to benzene.

« Traffic » is the main sector leading to exceedances, with 64 % of records, followed by « domestic heating » (14 %), « local industry » (10 %) and “Other” (8 %). The « Other » category when given further information could comprise a variety of sources including meteorology, agricultural residue burning, harbour activity or shipping.

The majority of the exceedances occurred in urban areas (65 %) followed by suburban areas (21 %), while 14 % of the exceedances addressed in the plans occurred in rural areas.

The available data consist of a large number of individual records (ranging from several hundreds to over 20 thousand depending on the reporting element) that in theory can be linked using unique identifiers. However, not all the records can be linked. While the basis for analysis can vary depending on which reporting segments are used, the overall results are consistent across the segments, and provide a very good overview of which air pollution abatement measures are taken by national and local authorities.

European air quality interim mapping under ETC/ATNI. Evaluation of AQ mapping using UTD measurement and CAMS forecast modelling data: an approach for more timely European AQ annual maps.

Air quality European-wide annual maps based on the Air Quality (AQ) e-Reporting validated (E1a) measurement data, the EMEP modelling data and other supplementary data have been regularly produced, using the Regression – Interpolation – Merging Mapping (RIMM) methodology. However, due to the time schedule of production of the validated AQ measurement and the EMEP modelling data, the RIMM air quality maps of a year Y have typically not been available until May of year Y+2. In this report, we examine the AQ interim mapping, based on the preliminary (E2a) measurement and the CAMS Ensemble Forecast modelling data. Such interim maps could be prepared one year earlier than the validated maps. In order to overcome an obstacle of data gaps of E2a data in several areas, so-called pseudo stations data in areas with no E2a data are estimated, based on regression relation between E2a data from year Y and validated E1a data from year Y-1, together with the ratio of the modelling results from years Y and Y-1. The analysis have been performed for the PM10 annual average, the NO2 annual average and the ozone indicator SOMO35, based on the 2017 data. We evaluate these maps using the validated E1a data. Based on the results, we recommend the regular production of the interim AQ maps for the examined indicators, in addition to the regular AQ maps.
